Casino South Africa: Land-Based Casinos and Online Gambling Rules

Where you can play legally, and what the rules say about online sites

Most people who search for a casino in South Africa mean one of two things. Some want a land-based casino they can visit. Others want a site they can play on their phone. The law treats these two very differently.

Land-based casinos are licensed and regulated inside South Africa. Online casino gambling is not. This guide explains both in plain English, so you know where you stand before you play.

Figures come from the National Gambling Board (NGB) and cover the 2023/24 financial year.

Land-Based Casinos in South Africa

The NGB reports that 37 casinos were operating on 31 March 2024. The national limit is 41 licences. Together, these casinos earned R17.4 billion in the 2023/24 financial year. That was about 29% of all gambling revenue in the country.

Gauteng is the busiest province. It has 8,113 of the country’s 21,978 casino slot machines, which is 36.9%. It also has 335 of the 911 casino tables. KwaZulu-Natal and the Western Cape come next.

Main Casinos in Gauteng

Casino Area What Gauteng Tourism lists
Montecasino Fourways, Johannesburg Over 1,800 slot machines and more than 70 table games. Also dining, a cinema and live shows.
Gold Reef City Ormonde, Johannesburg More than 1,400 slots and classic table games. It sits beside a theme park.
Emperors Palace Kempton Park More than 1,700 slots, over 65 table games, poker rooms and a 5-star hotel.
Time Square Menlyn Maine, Pretoria Over 2,000 digital slots and 60 table games. The Sun Arena is next door.

Machine and table numbers change over time. Check the casino’s own website before you travel. Gambling in Gauteng is regulated by the Gauteng Gambling Board, and other provinces have their own licensing boards. You must be 18 or older to gamble.

These venues are the legal way to play casino games in South Africa. Many players enjoy the atmosphere. However, a visit also costs travel, food and time. Set a budget before you walk in, and stick to it.

Is Online Casino Gambling Legal in South Africa?

No. The National Gambling Board says interactive gambling is illegal in South Africa. Its own wording is short and clear.

“A simple and unequivocal NO with the exception of online sports betting.”

The National Gambling Act is the basis for this. Section 11 says a person must not engage in or make available an interactive game without authorisation. A 2008 amendment never came into operation. As a result, the 2004 Act still applies.

The NGB also warns that taking part in illegal gambling is a criminal offence. It says winnings can be forfeited to the State. It lists penalties of up to R10 million, ten years in prison, or both. That is the regulator’s wording, so read it carefully. We are not lawyers, and this page is not legal advice.

Online Betting Is Not the Same as an Online Casino

Online sports betting is allowed when the bookmaker holds a South African licence. Casino games are a different matter. In October 2025, the Supreme Court of Appeal ruled that bookmakers cannot offer roulette or other casino-style games online. The court said these games count as casino gambling.

The NGB welcomed the ruling. It also said that some betting operators had offered casino-type games in breach of the law. For players, the lesson is simple. A licensed sportsbook is for sports betting. Do not assume every product on a bookmaker’s site is allowed.

Offshore Casinos That Accept Rand

Many websites accept South African players and show prices in rand. Most are run from other countries and hold licences issued elsewhere. A foreign licence is not the same as South African authorisation. Accepting rand does not make a site legal in South Africa either.

Topboss Group reviews these sites so that you can see the facts. We check the operator, the licence, the rand offer and the withdrawal rules. We do not describe them as South African licensed casinos. You then decide what is right for you, with the law in mind.

Our list of South African online casinos shows the current reviews. If you want newer names, see our guide to new gambling sites for South Africa. Slot fans can read our RTG casinos page. It covers games from Real Time Gaming and their bonus conditions.

You can also read single reviews. Start with White Lotus, Apollo Slots or Silver Sands. Our Yeti, Springbok and Thunderbolt reviews follow the same format.

How to Check a Casino Before You Register

Take a few minutes to check any site before you hand over personal details. This list covers the basics.

  • Who runs the site: Look for the company name and address in the footer.
  • Which licence it holds: The licence number should be shown and should match the company name.
  • Whether rand is supported: Check that deposits and withdrawals are available in ZAR.
  • How withdrawals work: Find the minimum, the limits and the processing times.
  • What the bonus terms say: Read the wagering, cashout cap and game rules.
  • How to reach support: A working phone number or email address is a good sign.

If a site shows no licence at all, take extra care. Our page on casinos without licences explains the risks.

Bonus Terms That Matter

A big bonus headline can hide strict rules. Always read the terms before you claim anything. These are the points that matter most.

Term What it means Why it matters
Wagering requirement How many times you must play the bonus before you can withdraw. A R100 bonus at 40x means R4,000 in bets.
Maximum cashout The most you can withdraw from a bonus. A cap can cut a large win down to size.
Eligible games Slots often count in full. Table games may count less or not at all. The wrong game makes no progress on wagering.
Expiry The number of days before the bonus ends. A short window makes big wagering hard to finish.
Deposit rule Some free offers need a real deposit before you can cash out. Free chips are not instant cash.

Here is a real example. One free-chip offer we reviewed gives R400, with 60x wagering and a cashout cap of R800. A real-money deposit is also needed before withdrawal. You can see the full details in our Silver Sands review. For a general overview, read our page on accepting online casino bonuses.

Casino Games and Payments

Land-based casinos mainly offer slot machines, roulette, blackjack, baccarat and poker. Offshore sites list online versions of the same games. Many also add live dealer games and video poker.

Payments work differently too. At a land-based casino, you pay at the cashier with cash or a card. Offshore sites usually list cards, EFT or bank transfer, and sometimes cryptocurrency. Our guide to Bitcoin casinos explains the crypto side.

Not every method is available at every site. Fees, limits and speeds also differ. Check the cashier page first. Expect to show ID before your first withdrawal.

Playing Responsibly

Gambling should be entertainment, not a way to make money. Losses are a normal part of it. These habits help you stay in control.

  • Decide on a budget before you start, and treat it as money already spent.
  • Set a time limit for each session.
  • Never chase losses by raising your stakes.
  • Take regular breaks, and stop if you feel stressed or upset.
  • Ask the casino about self-exclusion if gambling stops being fun.

Final Verdict

If you want to play casino games with the law fully on your side, a licensed land-based casino is the clear choice. Gauteng alone has several large venues. Online, the position is different. The NGB says online casino gambling is prohibited, and only online sports betting through a licensed bookmaker is allowed.

Some players still use offshore sites that accept rand. If you do, read the licence details and bonus terms first. Set limits, and never gamble money you need for bills. We keep our reviews up to date, and we remove or change a listing when the facts change.
